What it means
You are at the entrance to an area intended for pedestrians, and pedestrians have priority there. Other traffic is limited to emergency vehicles, vehicles loading and off loading goods, and maintenance vehicles.
What you must do
Do not drive into the area unless you are driving one of those vehicles. If you are, drive carefully at a maximum speed of 15 km/h. Give priority to pedestrians crossing the road, and look out for pedestrians who want to cross.

Remember
Pedestrians first, and at most 15 km/h for the few vehicles allowed in.
No other vehicles are permitted in the area.
When loading or off loading goods, do so only in areas marked by road traffic signs.
