What a learner's licence costs

There is no single price for South Africa. You pay two fees: one to book the test and one to issue the licence after you pass. On the official pages we checked in October 2026, the two fees together came to between R101 and R216, depending on the place.

How much does the learner's licence test cost?

It depends on where you write. The national government page gives no amount. It says to contact your local licensing office for the cost.

You pay in two parts:

  • A booking fee (also called the application or test fee) when you book.
  • An issue fee on the day, only if you pass.

Fees change, and the Western Cape Government says so on its own page. Use the examples below as a guide and confirm the amount with your testing centre before you go.

What does it cost in different places?

These are the amounts shown on official pages when we checked them in October 2026.

  • Western Cape. R68 to book and R33 to issue, R101 in total. The Western Cape Government, the City of Cape Town and George Municipality all list the same two amounts. Cape Town shows R68 for every learner's licence code.
  • Mogale City, Gauteng. R108 for the application including the test and R60 to issue, R168 in total. The page does not say which year the fees are for.
  • Greater Giyani, Limpopo. R159 for the application and R57 to issue, R216 in total. The page does not give a year. It asks you to bring cash.

One older example shows how far apart places can be. A Matatiele Local Municipality (Eastern Cape) price list marked 2019/20 shows R213 for the application and R69 to issue, R282 in total. That list is several years old, so do not rely on it for today's price.

What else might I pay for?

The two fees are not the whole cost. Plan for these as well.

  • ID photographs. The national page asks for two identical ID photographs when you book. George Municipality asks for two more colour photographs when the licence is issued. The government does not set the price of photos, so ask where you have them taken.
  • An eye test. The national page says you have an eye test at the testing centre, or you may bring one done by a qualified optometrist. George Municipality says that if you do not pass the eye test at the centre, you must have your eyes tested by an optometrist at your own cost. Mogale City lists an optometrist certificate among the things you need, so check with your centre before you go.
  • Copies and an affidavit. Some centres ask for a copy or a certified copy of your ID. In the Western Cape, an applicant under 18 needs an affidavit from an adult, signed at a police station or by a Commissioner of Oaths.
  • Study material. You do not have to pay for this. K53 Tutor is free. The Western Cape Government says the official learner manuals are on the NaTIS website under Downloads, and printed copies are at selected public libraries in the province.

Do I pay again if I fail or miss the test?

Yes, expect to pay the booking fee again for a new test. A May 2026 guide on Nuusflits says that if you fail any one section, the whole test is a fail and you must rebook and pay the fee again. You only pay the issue fee when you pass.

The City of Cape Town says your payment is not refunded if you cancel your booking.

There is one case where you should not pay twice. The Road Traffic Management Corporation told The Citizen in May 2026 that if the computer system fails in the middle of your test, the test must be rescheduled at no additional cost.
